The government used to build affordable housing, but Nixon stopped that, and, as he was cutting taxes on the wealthy roughly in half, Reagan cut HUD's affordable housing budget 75%. The US didn't have a significant homeless population before the '80s.

The changes made by Vienna’s between-wars government have been lasting, primarily among them the ownership by the city of affordable rentals throughout and the building of new buildings. I believe there was an effect on Austria as well, where health care for all, child care, adequate parental leave, and infrastructure like walkable streets, an extensive transportation system with elevators (think strollers, wheelchairs, elderly), and tree planting center the city on people.
